Taal Volcano and its surrounding coastal municipalities were declared tourism zones through Republic Act No. 7623. The law declared the Volcano Island in Taal Lake and the towns of Laurel, Balete, Agoncillo, San Nicolas and Talisay in Batangas province as a tourist zone under the joint jurisdiction of the Department of Tourism and the Department of Environment and Natural Resources. In 1996, through Presidential Proclamation No. 923, it was established as the Taal Volcano Protected Landscape (TVPL) under the National Integrated Protected Areas System Act (Republic Act No. 7586). When the Expanded National Integrated Protected Areas System Act, or Republic Act No. 11038, was enacted in 2018, the TVPL was permanently classified as a national park.
